There are data intensive tasks (such as payrolling) within the scope of Human Resource management which can be undertaken offshore – in general offshoring HR management is not optimal. Because the outsourced human resource management function needs to address domestic issues, understand the local regulations and requirements, and be available to employees and management in real time, a local business partner is essential.

Outsourced Human Resources has often been viewed as a dial-in service, where for a subscription fee, line managers or employees can call up the ‘outsourced HR manager’. The service might provide some advice, templates and standard documents that the company can use to remain minimal compliance or handle basic questions. Implementing the solutions and utilising the information remains the responsibility of the resource stretched management team.
E.L Blue’s approach is very different, our Human Resource manager becomes part of the management team, works closely with management to understand the human resource goals of the business and puts in place the necessary short and long term programs to meet these goals. Over time these goals will be met and new ones will be established, the human resource function will evolve in-line with the business and management requirements, just as a proper HR function should. In most cases it moves the Human Resource management function from being an administration function, to a business capacity building function.
Limited scope of support
Lots of businesses that take on some of the administrative tasks associated with the human resource function, ie. Payroll, Compensation & Benefit management, HR Information System management, Recruitment (RPO) etc. all classify themselves as human resource management outsourcing providers, so it is understandable that the understanding of the service scope is limited to these high volume administrative tasks.
E.L Blue takes a wholistic approach to Human Resource outsourcing whereby we manage all the functions within the Human Resource management sphere. Just like a business’s internal HR manager, E.L Blue’s outsourced HR manager looks after recruitment, staffing, compensation and benefits, payroll, training and development, organisational design, HR planning, ER/IR etc. While the embedded HR manager might only be engaged for one day a week, they have access to the E.L Blue team’s subject matter experts, who will assist with implementing all the different functional requirements. So the business’s apparent solitary part time human resource manager’s capacity is leveraged by a 20 person specialist team, thereby providing the capacity of a large corporates HR management function. All of this is delivered for a monthly retainer, which is usually around the same cost as an internal resource, but with much more expertise and flexibility.
